Reclamation and Probation form an important and integral part of the criminal justice system. The concept has evolved overtime and has gained widespread recognition which is utilized in the civilized nations as an alternative to imprisonment for release of offenders on probation. Moreover, its pivotal importance for reduction of burden on prisons and utility as a tool for reformation and reintegration of offenders is universally recognized.
The Directorate of Reclamation and Probation Khyber Pakhtunkhwa, an attached formation of Home and Tribal Affairs Department, is spearheading the process of rehabilitation and reintegration of offenders involved in minor offences through probation and parole facilities. Thus, considerable number of first time offenders have been released and engaged in social activities under the supervision of the Directorate. The impact of the exercise has been productive as overcrowding in prisons has been reduced and rehabilitation of offenders is giving results. There is no denying the fact that, given resource constraints, maximum efforts are being made by the concerned filed functionaries and supervisory officers for optimum progress towards the noble cause of reintegration of offenders in social fabric.
The Department, taking cognizance of the tremendous potential of this important pillar of criminal justice system, has undertaken various steps for strengthening and enhancing the role of Directorate of Reclamations and Probation Khyber Pakhtunkhwa. The legal framework has been upgraded with a view to align it with international best practices and to provide a sound base for institutional development. In this connection, Khyber Pakhtunkhwa Probation and Parole Act, 2021 has been notified and relevant rules are also being finalized. These measures will help in significant expansion of probation and parole facilities and further reduce pressure on accommodation facilities in prisons. Moreover, efforts are also underway for capacity enhancement of the organization including provision of better facilities and packages to the personnel of the Directorate.
It goes without saying that effective Probation and Reclamation system will play key role in reduction of overcrowding in prisons and, most importantly, will be crucial towards reformation and reintegration of convicts, juveniles and first time offenders.

It is my honour to state that the Directorate of Reclamation & Probation has done a tremendous jobs, not only on probation and Parole, but have increased the capacity of the Directorate in many different ways. This year the Directorate has paid a special attention to its role vis-a-vis to rejuvenate Probation and Parole laws; the new Khyber Pakhtunkhwa Probation & Parole Act, 2021. (Khyber Pakhtunkhwa Act No.XIV of 2021) has been enacted and drafted, the Khyber Pakhtunkhwa Probation and Parole Rules, 2022 duly vetted by Law Department. The novelty of the new Act is that community service, vocational training, skill development, treatment of drug addicted probationers have been added, make it in par with international excellence and discarded the old thematic approach based on social work, advice, assist and be friend.
To boost up the morale and tenor of Directorate, two schemes, “Reformation and Skill Development Facilities for Probationers” and “Extension of Parole & Probation Services in the Newly Merged District Erstwhile FATA” have been launched.
A number of activities have been planned and developed in collaboration with UN-Women i.e, development of software and website, training manual for Parole and Probation Officer and imparted training on gender sensitization and mainstreaming, with introduction of these initiatives, I am proud to say that new life has been breathed in to the Directorate of Reclamation and Probation.
I express my heartiest gratitude to our Additional Chief Secretary Home Mr.Muhammad Abid Majeed for his valuable Services, Continuous support and keen interest in strengthening the Directorate of Reclamation and Probation which enabled us to deliver better than before.
We continue to look for the best way to render services and regularly explore new opportunities for procedural and technological innovation/improvements that may realize the best use of parole and probation.
This depicts, the Directorate endless efforts and sincere commitment to meeting our mission of services to the citizen of Khyber Pakhtunkhwa, in particular and Pakistan, in general.
